German packaging: LUCID, scheme participation and evidence

Check registration, scheme agreements and quantity reporting separately, with current VerpackDG sources, role boundaries and an evidence matrix.

The direct answer

Check three separate records: registration, appropriate scheme participation and reconciled reports. A LUCID number alone does not replace that review.

What to check

Current legal framework

VerpackDG has applied alongside PPWR since 12 August 2026. Use current provisions rather than old VerpackG section references for current transactions. VerpackDG · current law and commencement

Role and registration

Section 6 distinguishes first supply and specified unpacking cases. Check your PPWR producer role before registration; report registration changes without delay. VerpackDG § 6 · registration

Keep scheme evidence separately

For packaging subject to system participation, section 7 requires participation before the relevant supply or unpacking. Confirmation identifies material and mass. VerpackDG § 7 · system participation

Match reporting records

Section 9 links reports to registration number, material and mass, scheme and period. Assess simplified annual reporting eligibility separately. VerpackDG § 9 · data reporting

Distinguish an agent from a representative

Section 5 excludes registration and reporting from ordinary third-party delegation. Required EPR representation follows separate rules; registration remains excluded. VerpackDG § 5 · third parties and representatives

Registration is not scheme evidence

The public register excerpt does not show scheme contracts. ZSVR calls for separate verification of participation; scheme confirmation can serve as evidence. ZSVR · verifying registration and participation

Your action plan

The following steps are our suggested way to organise your project.

  1. Map the goods flow, including shipping and sales packaging.
  2. Document the producer role and packaging category before selecting providers.
  3. Assign a legal entity, material and period to each record.
  4. Use our quantity data template for preparation and review discrepancies.
  5. Keep approvals and submission receipts separately from invoices.

Prepare your records

For project preparation, we suggest company and supply-chain details, packaging photos, material weights, existing registry extracts, contracts and reporting receipts. This work list is not an official application form.

Frequently asked questions

Does a LUCID number prove scheme participation?

No. Check registration and participation evidence separately.

Is every service provider automatically an EPR representative?

No. Ordinary delegation and statutory representation are different roles.

Should I review existing registration details?

Yes. Review the current producer role and report changes without delay.

Does the quantity template replace an official report?

No. It supports preparation; reviewed data must be submitted through the appropriate process.
