The direct answer
PPWR harmonises EU packaging rules but does not replace your country-specific EPR task list. Product requirements and producer responsibility need separate evidence.
What to check
Entry into force and application
The Commission gives 11 February 2025 as entry into force and 12 August 2026 as the general application date. Individual requirements have their own timelines. European Commission · packaging waste
Roles along the supply chain
The Commission FAQ updated on 3 August 2026 supports role assessment. Distinguish packaging manufacturers from EPR producers rather than treating them as identical. European Commission · PPWR FAQ, 3 August 2026
Germany as an example
ZSVR requires assessment of producer status and updated LUCID details. Certain foreign direct supplies to German end users require representation. ZSVR · authorised representatives
Your action plan
The following steps are our suggested way to organise your project.
- Create two work lists: packaging conformity and national EPR.
- Document each packaging component, supplier, brand and destination market.
- Check roles and dates per market using current authority sources.
- Update contracts and data fields together so reporting matches the revised role.
Prepare your records
Packaging specifications, supply chain, brand rights, destination markets, conformity records and EPR contracts.
Frequently asked questions
Do all PPWR duties begin on the same day?
No. Distinguish general application from the deadline for the specific requirement.
Does one registry entry cover every EU country?
Plan an EPR assessment for each destination market. A national registry entry does not replace it.
